A Crisis In Special Education: New York City’s Failure to Educate Students Classified With ‘Emotional Disability,’ A Proposal For Systemic Change

Kerry Cooperman co-authored a report published by the New York Lawyers for the Public Interest (NYLPI) discussing the New York City Department of Education's failure to appropriately address the specific needs of school-age children with mental health disabilities. In this report, the authors illustrate the breadth and depth of the systemic failures of the Department of Education (DOE) and the city to properly address and support students with Emotional Disabilities (ED); highlight the adverse impact of these failures on this particularly vulnerable population of students; and proposes a general framework for remedial action aimed at realigning the DOE’s policies and practices to better meet the needs of students classified with ED.
