Current Labors to Build a Post-LIBOR Marketplace

Mark Vacha authored an article in the 2020 Fall Issue of The Ledger for the Government Finance Officers Association of Pennsylvania addressing the current labors to build a post-London Interbank Offered Rate (LIBOR) marketplace. In the article, Mark addresses concerns about how well LIBOR rates affect the borrowing cost and efforts being made to manage the transaction beyond LIBOR, particularly given the fact that existing LIBOR-based transactions extends beyond 2021. He also outlines the fact that municipal issuers and borrowers with LIBOR-based variable debt or swaps should be mindful of documentation and regulatory requirements that they may face in coming months.
