Kendall Hayden Discusses FRA's Proposed Railroad Crew Rule in Law360

Kendall Kelly Hayden is quoted in Law360's article titled "Proposed Railroad Crew Rule Sparks Outcry Over Redundancy." The Federal Railroad Administration's recent proposal requiring all trains to have a two-person operating crew has the rail industry up in arms over what it says is a sweeping, costly and redundant fail-safe that hasn't proven to enhance safety.

Kendall said, “I anticipate the debate will continue to center around whether the proper research has truly been performed to support the notion that two operators are safer than one. I think we’ll see industry groups continue to challenge the validity and causation links between the proposed rule and the claim that the current situation is unsafe.”
