In the article, Marisa and Leslie highlight how the rules for pursing local, state and federal government are set up in a way where potential litigants have to overcome threshold obstacles and abide by special notice and claim submission rules. Suing the state or federal government is usually a two-step process involving claim forms, an investigation, and the litigation stage. In some cases, the government will be immune from liability.
